I have the honour to molnowledge your despatch: Separate
and Secret of February 7th, 1912 expanding the telegram which
you wore good enough to send me on January 15 relative to the
salo of arme end samunition by Japanese to the Chinese Revolu-
tionaries for chippont to Canton.
immediately on receipt of your telegram I personally
addreund mayaslf to the Minister for Foreign Affairs who inform
ed me that instructions had been issued to the proper Authorities
to put a stop to this traffic in arms. I am afraid, however,
that the instructiona have not in all cases bean carefully car
ried out, neither io the traffic confined to merchants of Japane
986 nationality. It has come to my knowledge that English firms
of the highest repute have been supplying arms to the highest
bidler asongat the contending factions. Gome of tilene zima
have been piscimani hero, others ordered locally by Chinese
Agents and sent direct from ngland to Chinn.
A copy of this despatch has bom sent to the Secretary
of bata for Poreign Affaire.
